Appropriates $500,000 from the General Fund to the Department of Commerce for the 2012-2013 fiscal year to provide grants to small businesses engaged in manufacturing goods for exportation outside North Carolina.

Eligible small businesses must meet wage standard, health insurance, environmental impact, and safety and health program requirements as defined in G.S. 105-129.83(c), (d), (e), and (f).

Grants cannot exceed the actual costs for exportation incurred by the small business.

Becomes effective July 1, 2012.
