Allows honorably discharged veterans from the Armed Forces (on or after July 1, 2011) to qualify for in-state tuition rates at North Carolina institutions of higher education without the standard 12-month residency requirement.

Requires veterans to meet five criteria: last duty station in North Carolina, North Carolina as their abode, satisfaction of other domicile conditions, eligibility for Post-9/11 Veterans Educational Assistance Act benefits, and enrollment within five years of discharge.

In-state tuition eligibility is limited to 12 months from the date a veteran enrolls in a degree or other program.

Effective for academic semesters beginning on or after July 1, 2012.
