Changes the selection process for Pender County Board of Alcoholic Control members from a joint vote of multiple county boards to appointment solely by the Pender County Board of Commissioners.

Removes the requirement that the Pender County Board of Alcoholic Control locate stores in the towns of Burgaw and Atkinson, allowing the board to locate ABC stores within its jurisdiction under standard provisions of G.S. 18B-801.

Modifies the distribution of net profits from ABC stores by reducing the county general fund share from 75% to 65% and increasing the municipal distribution from 25% to 35%.

Establishes a new municipal distribution formula allocating the 35% municipal share with 70% going to the towns of Burgaw (40%) and Surf City (60%), and 30% distributed to Atkinson, St. Helena, Topsail Beach, and Watha based on population percentages.

Becomes effective July 1, 2012.
