Allows honorably discharged veterans to pay in-state tuition at North Carolina public higher education institutions without meeting the standard 12-month residency requirement, if their last military duty station was in North Carolina and their current abode is North Carolina.

Requires veterans to satisfy all other domicile conditions and enroll in an institution of higher education within 5 years of discharge from the Armed Forces.

In-state tuition eligibility under this provision is limited to 12 months from the date the veteran enrolls in their degree or other program.

Applies to veterans honorably discharged on or after July 1, 2011.

Effective for academic semesters beginning on or after July 1, 2012.
