State of North Carolina shall immediately terminate its 99-year lease of the Indian Cultural Center property in Robeson County and repossess the land due to the lessee's breach of maintenance and insurance obligations.

State shall terminate its lease of the Riverside Golf Course property (approximately 110 acres contiguous to the Cultural Center) upon 30 days' notice and repossess the property.

State is prohibited from selling, leasing, or otherwise disposing of either property until the Program Evaluation Division completes a study and the General Assembly enacts legislation directing further action.

Program Evaluation Division shall study disposition options for both properties while ensuring they continue to serve purposes including preservation of Native American arts and culture, public education, recreational facilities, and economic development enterprises.

Program Evaluation Division shall submit findings and recommendations to the General Assembly by the convening of the 2013 General Assembly session.
