Authorizes nonprofit organizations exempt from federal taxation under IRC sections 501(c)(3), 501(c)(4), 501(c)(8), 501(c)(10), 501(c)(19), or 501(d) to operate "casino nights" as fundraising events, subject to licensing by the Department of Crime Control and Public Safety with a $400 annual fee.

Permits only eight specific games at casino nights: roulette, blackjack, poker, pull tabs, craps, chuck-a-luck, keno, and merchandise wheel of fortune, with maximum individual prizes of $500 and maximum session prizes of $1,500.

Limits casino nights to four sessions per year, no more than five hours each, with no operations between 2:00 A.M. and noon Monday through Saturday and no Sunday operations; restricts operation to two sessions maximum per building per week.

Requires net proceeds to fund only religious, charitable, civic, scientific, educational, public safety, amateur sports, or animal cruelty prevention purposes, with all funds held in separate bank accounts and subject to annual audits filed with law enforcement and the state.

Allows licensed exempt organizations to obtain special one-time permits for $500 to sell and serve alcoholic beverages at casino night events, and establishes licensing requirements for gaming table dealers at $1,000 annually.
