Disapproves Executive Order No. 85 issued by the Governor on March 25, 2011, which consolidated and reorganized executive branch agencies to improve government efficiency.

Executive Order was issued under Section 5(10) of Article III of the North Carolina Constitution, allowing the Governor to make administrative changes that become effective upon sine die adjournment unless disapproved by either house of the General Assembly.

General Assembly determined that it had already addressed the issues raised in the executive order through legislation, including S.L. 2011-145 (budget and government reform) and S.L. 2011-401 (employment security reorganization).

House of Representatives asserts its constitutional authority to specifically disapprove the executive order rather than allow it to take effect.

Resolution becomes effective upon adoption and requires publication in the Session Laws Appendices for the 2011 Regular Session.
