Increases the small brewery production limit from 25,000 barrels to 100,000 barrels per year before a brewery must use a wholesale distributor to distribute its products.

Allows breweries under the 100,000 barrel threshold to sell to consumers at the brewery, to wholesalers, to retailers, and to exporters without being required to use a wholesale distributor.

Permits breweries not exceeding the 100,000 barrel limit to sell malt beverages at up to three additional retail locations in the state with appropriate permits.

Requires breweries operating additional retail locations to offer a reasonable selection of competitive malt beverage products at those locations.

Effective upon becoming law.
