Redefines "closure" of solid waste management facilities to include an 85% or greater reduction in waste acceptance during a continuous one-year period, not just complete cessation of operations.

Requires the Department to deny permits for new or substantially amended solid waste facilities that would add substantial energy-producing activities in minority or low-income communities protected by Title VI of the Civil Rights Act, unless a majority of community residents petition to invite the facility.

Mandates that permit transfers only be approved if the Department first determines whether the transferee will add substantial energy-producing activities, requiring a new permit or substantial amendment if they will.

Adds "addition of substantial energy-producing activities" as a category of substantial amendment to solid waste management facility permits, triggering full permit review requirements.

Effective upon enactment and applies to all new or amended permits issued on or after the effective date.
