Authorizes Union County to use design-build, design-build-operate, or single-prime contractor methods for constructing law enforcement and human services facilities without complying with standard state procurement requirements.

Permits Union County to enter into build-to-suit capital leases with private developers for facilities costing over $300,000, allowing private developers to handle design, construction, operation, and maintenance responsibilities.

Allows Union County to enter into predevelopment agreements with private developers for site selection, land acquisition, site preparation, building programming, and design services.

Requires that at least three proposals be solicited and interviewed for projects, with the Board of Commissioners selecting the best qualified contractor based on factors including cost, quality, occupancy costs, and other relevant considerations.

Includes protections such as prohibiting nonsubstitution clauses, preventing deficiency judgments against Union County, requiring performance bonds and letters of credit, and subjecting certain leases to Local Government Commission approval; expires December 31, 2017.
