Allows Granville County and Person County to collect delinquent stormwater utility fees using the same methods as delinquent property taxes, including tax liens on real property.

Permits stormwater fees to be billed with property tax bills and paid in the same manner as property taxes.

Amends G.S. 153A-277 to clarify that stormwater and drainage system fees can become liens on property when collected as delinquent taxes under county ordinance.

Extends similar stormwater fee collection authority to the City of Creedmoor, Town of Butner, and Town of Stem under prior legislation (S.L. 2005-441).

Effective upon ratification on June 21, 2012.
