Amends G.S. 159-13(b)(14) to allow Rockingham County to transfer excess fund balance from a landfill utility or public service enterprise fund to the county general fund.

Transfer of excess funds is permitted only upon a finding that the fund balance exceeds the requirements for funding landfill operations, including closure and post-closure expenditures.

Excess funds transferred to the general fund may be used to support public schools and other services funded by the county's general fund.

Applies to Rockingham County only.

Effective when signed into law.
