Allows local government units to enroll their employees, retirees, and dependents in the State Health Plan for Teachers and State Employees by passing a resolution and entering into a memorandum of understanding with the Plan.

Requires local government units to provide at least 45 days' notice to the Plan prior to entry and complete all requirements at least 30 days before participation begins.

Establishes that premiums for coverage shall be the same as those offered to State employees and retirees, though local government units may restrict the number of plan options available to their members.

Sets a sunset date of July 1, 2014, for new local government unit participation, except that retirees who retired prior to that date while covered under this section may continue coverage along with their dependents.

Requires local government units to pay all premiums directly to the Plan and prohibits any funds for local government retiree coverage from being paid to or from the Retirement System for Teachers and State Employees.
