Removes property shown on Sheet 1 of the Asheville/Woodfin Boundary Survey from the City of Asheville and annexes it into the Town of Woodfin.

Adjusts corporate limits of both municipalities by annexing areas designated as "Proposed Annexation Area City of Asheville (currently Town of Woodfin)" into the City of Asheville.

Annexes unincorporated Buncombe County areas designated as "Proposed Annexation Area City of Asheville (currently Buncombe County)" into the City of Asheville, including state-owned property from a 1968 deed.

Allows the City of Asheville to annex non-contiguous Town of Woodfin properties upon owner petition and with Town of Woodfin consent under Chapter 160A of the General Statutes.

Authorizes the Town of Woodfin, City of Asheville, and Buncombe County to enter into intergovernmental agreements for efficient municipal service delivery in affected areas.

Becomes effective June 30, 2012.
