Limits members of the House of Representatives to three consecutive four-year terms and members of the Senate to three consecutive four-year terms.

Implements staggered four-year terms beginning in 2014, with even-numbered districts elected in 2014 and quadrennially thereafter, and odd-numbered districts elected for two-year terms in 2014, then four-year terms starting in 2016.

Excludes terms beginning before January 1, 2015 from the term limit calculation.

Prohibits members disqualified from running due to term limits from filling vacancies in their chamber during the succeeding term.

Requires voter approval via statewide referendum on November 6, 2012, with amendments effective January 1, 2013 if approved by majority vote.
