Honors 250 African-American soldiers and patriots from North Carolina who served in the Revolutionary War (1775-1783), including John Ellis and Drury Tann, by name.

Supports enactment of the National Liberty Memorial Act to create a citizen-funded national memorial in Washington, D.C. commemorating African-American contributions to the Revolutionary War.

Encourages volunteers to research and identify additional unknown African-American Revolutionary War soldiers, sailors, and patriots to expand historical records and submit findings to the National Mall Liberty Fund D.C.

Directs the Principal Clerk to distribute certified copies of the resolution to North Carolina's congressional delegation, the Governor, school superintendents, librarians, and historical societies.

Recognizes congressional leadership of Senator Richard Burr and former Senator Elizabeth Dole in advancing the National Liberty Memorial legislation.
