Establishes procedures for the House Select Committee on The University Board of Governors Nominations to nominate and elect a person to fill a vacancy on the Board of Governors of The University of North Carolina.

Requires nominations to be submitted in writing to the House Principal Clerk between 8:00 A.M. and 5:00 P.M. on Wednesday, June 27, 2012, with each Representative allowed to nominate one person.

Mandates that all nominees file a North Carolina State Ethics Commission Statement of Economic Interest by 5:00 P.M. on June 27, 2012, and directs the Committee to screen nominees and produce a slate of two legally qualified nominees if possible.

Specifies that the House of Representatives shall conduct the election no later than the beginning of the daily session on Thursday, June 28, 2012, with voting by signed ballot, requiring a majority vote to elect a person to fill the vacant position for a partial term ending June 30, 2015.

Requires election results to be sent to the Senate and notifies the Board of Governors Secretary of the elected person, with the election remaining provisional pending the Ethics Commission's evaluation of the nominee's financial disclosure statement.
