Reduces the initial reporting deadline for independent expenditures from 30 days to 10 days after exceeding $100.

Requires reports of independent expenditures of $5,000 or more occurring on or after the no-excuse absentee ballot period begins to be filed within 48 hours of incurring the cost.

Requires reports of donations of $5,000 or more received on or after the no-excuse absentee ballot period begins to be filed within 48 hours of receiving the donation.

Applies the same 10-day reporting deadline and 48-hour reporting requirements for large donations to electioneering communications.

Becomes effective October 1, 2012, for contributions and expenditures made on or after that date.
