Requires treasurers of candidate campaign committees for statewide office to electronically file campaign finance reports if cumulative contributions, expenditures, or loans exceed $5,000 in an election cycle.

Requires State, district, county, or precinct executive committees of political parties to electronically file if they make contributions or independent expenditures exceeding $5,000 affecting statewide contests.

Requires political committees making contributions exceeding $5,000 to statewide candidates or independent expenditures exceeding $5,000 affecting statewide contests to electronically file.

Requires all other political committees to electronically file if cumulative totals exceed $10,000 in contributions, expenditures, or loans.

Mandates the State Board of Elections provide free electronic filing software to all treasurers required to file electronically, effective January 1, 2013.
