Allows county boards of elections to opt for opening only approved one-stop voting sites during a potential second primary, with a plan submitted to the State Board of Elections at least 90 days before the first primary.

Requires county boards to include education and notice of second primary voting sites in any legal notices required under election law.

Directs the State Board of Elections to provide a sufficient number of ballots for all primaries and elections equal to at least 25 percent more than voter turnout in the most recent similar election.

Prohibits the State Board of Elections from establishing rules mandating that ballots equal 100 percent of registered voters be provided for each election.

Effective January 1, 2012, applying to all elections held on or after that date.
