Regulates municipal provision of communications services (cable, video programming, telecommunications, broadband, high-speed Internet) by requiring separate enterprise fund accounting and compliance with all applicable state and federal laws.

Prohibits cities from subsidizing communications services with revenue from other utilities, pricing services below cost, using zoning authority to require service subscriptions, or advertising city services on public access channels.

Requires cities to remit to general funds amounts equivalent to taxes and fees that private providers would pay, including property taxes, state income and franchise taxes, and pole attachment fees.

Mandates cities solicit private sector proposals before constructing communications networks and hold two public hearings at least 30 days apart with notice to existing communications providers.

Exempts cities and joint agencies already providing communications service as of January 1, 2011, from most requirements if they limit service to defined geographic areas and existing customers.
