Prohibits state vendors from contributing more than $500 per election to candidate campaign committees for statewide candidates if the public servant has authority over the vendor's contract.

Defines "vendor" as individuals with contracts exceeding $25,000 with state offices who directly benefit from, oversee, or participate in contract development.

Exempts candidates who are vendors from the contribution limit when contributing to their own campaign committees.

Includes board members of corporations with state contracts exceeding $25,000 who take action on the contract, unless prohibited by corporate policy and abstaining from votes.

Takes effect January 1, 2012, and applies to contributions made on or after that date.
