Creates new criminal offense of terrorism in North Carolina General Statutes Chapter 14, Article 3A as G.S. 14-10.1.

Terrorism offense applies when a person commits an act of violence with intent to intimidate the civilian population or influence government conduct through intimidation.

Defines "act of violence" as murder, assault with deadly weapon, felonies involving violence or force, offenses using explosives or weapons of mass destruction.

Terrorism violation is a felony one class higher than the underlying act of violence, except terrorism based on Class A or B1 felonies is automatically a Class B1 felony.

Property used in or derived from terrorism offenses is subject to seizure and forfeiture to the state, and increases penalty for continuing criminal enterprises involving terrorism from Class H to Class D felony.

Effective December 1, 2012 for offenses committed on or after that date.
