Establishes that the City Council shall appoint the City Attorney, who serves at the pleasure of the Council and receives compensation set by the Council.

Clarifies that the City Attorney serves as legal advisor to the city council, city manager, and all city departments, and represents the city in legal actions arising from proper city functions.

Requires the City Attorney to approve the form of all ordinances and resolutions, including initiated or referred ordinances, prior to their introduction.

Allows the City Manager to approve and execute service contracts on behalf of the city as provided by ordinance duly adopted by the City Council, rather than requiring all service contracts to be approved by the city manager under general appropriation authority.

Effective when the act becomes law, ratified June 8, 2011.
