Moves the North Carolina Geographic Information Coordinating Council (GICC) from the Governor's Office to the Office of the State Chief Information Officer for organizational, budgetary, and administrative purposes.

Expands CGIA (Center for Geographic Information and Analysis) responsibilities to monitor and approve all new GIS-related information technology projects and expansion budget requests, and requires state agencies to coordinate GIS initiatives through CGIA to prevent duplication.

Increases the maximum GICC membership from 35 to 37 members and adds two new voting members: the Executive Director of the North Carolina 911 Board and the Executive Director of the State Board of Elections.

Establishes that the Information Technology Fund shall be used to fund CGIA's mandated duties, acquire and manage geographic data layers for multiple organizations, and operate NC OneMap, the statewide GIS data clearinghouse.

Makes clarifying language changes to define GIS as "geographic information systems" and reorganizes provisions related to the Council's location and administrative structure.
