Establishes a comprehensive classification rating plan for professional liability insurance for physicians in North Carolina, administered by the Commissioner of Insurance.

Prohibits insurers from basing professional liability insurance rates for physicians on the specialty or type of medicine practiced, either directly or indirectly.

Requires the risk pool for physician professional liability insurance to include all physicians licensed and practicing medicine in the state.

Excludes physician assistants, nurse practitioners, dentists, pharmacists, optometrists, and other specified healthcare professionals from the rating plan requirements.

Becomes effective October 1, 2011, and applies to policies issued or renewed on or after that date.
