Allows individuals receiving income tax refunds to elect to contribute all or part of the refund to the Cancer Prevention and Control Branch for early detection of breast and cervical cancer.

Requires the Secretary of Revenue to provide space and language on individual income tax forms and in tax instructions to allow taxpayers to make the election.

Mandates the Secretary transmit contributions to the State Treasurer, who distributes them to the Cancer Prevention and Control Branch for breast and cervical cancer early detection programs only.

Specifies that funds generated are intended as additional funding and shall not replace current appropriations for early detection of breast and cervical cancer.

Effective for taxable years beginning January 1, 2011 through December 31, 2014.
