Transfers the North Carolina State Health Plan for Teachers and State Employees from the Committee on Employee Hospital and Medical Benefits to the Department of State Treasurer, effective September 1, 2011.

Changes reporting and oversight requirements so the Executive Administrator and Board of Trustees report to the State Treasurer and General Assembly leadership instead of the Committee on Employee Hospital and Medical Benefits.

Transfers appointment and removal authority for the Executive Administrator from the State Health Plan Administrative Commission to the State Treasurer, with the State Treasurer setting employment terms and salary.

Requires the Executive Administrator to consult with the State Treasurer instead of the Committee on Employee Hospital and Medical Benefits regarding major plan decisions including contract negotiations, premium adjustments, and cost-savings initiatives.

Repeals G.S. 135-43.1 and 135-43.2 and modifies oversight procedures to replace the "oversight team" structure with direct access for the Director of the Budget, State Treasurer, and Legislative Services Office employees to all Plan records and Board meetings.
