Increases school calendar from 215 days to 220 days, with minimum 180 instructional days and 1,000 hours of instruction covering at least nine calendar months.

Expands teacher workdays from 5 to 8 days per year, allowing local boards to designate these days for teacher workdays, additional instructional days, or other lawful purposes, with flexibility to delegate scheduling to individual schools.

Removes requirement that school opening date not be before August 25 and closing date not be after June 10, allowing local boards to set different opening and closing dates for schools within the same administrative unit.

Modifies teacher pay calculation from "midway between one twenty-first and one twenty-second" to "one twenty-second" of monthly rate, and eliminates requirement for initial pay by August 31 with full monthly payment.

Increases maximum total teacher workdays from 195 to 200 days and requires at least 14 calendar days' notice before requiring teachers to work vacation leave days, effective for the 2011-2012 school year forward.
