Creates an interagency task force led by the State Energy Office to study feasibility and cost-effectiveness of alternative fuels for state agencies, including purchase prices, environmental impacts, operations costs, and fueling infrastructure needs, with recommendations due to the Joint Legislative Commission on Energy Policy by December 1, 2012.

Requires the Department of Transportation to establish cost recovery mechanisms for electric vehicle charging stations at state-owned rest stops, ensuring public access and recovery of electricity costs, processing fees, and proportionate operation and maintenance expenses, effective March 1, 2013.

Mandates annual reporting by the Department of Transportation to the Joint Legislative Commission on Energy Policy and legislative transportation committees beginning January 1, 2014 regarding implementation of electric vehicle charging station operations.

Amends the Energy Jobs Act of 2011 (if enacted) to modify offshore energy development provisions, change the appointment deadline for the Energy Jobs Council to September 1, 2012, and alter council member qualifications including removal of the offshore-specific requirement for geological expertise and replacement of biofuels industry experience with energy policy experience.
