Clarifies that G.S. 14-415.4(l) regarding restoration of firearms rights becomes effective February 1, 2011, and applies to offenses committed on or after that date.

Specifies that Section 6 of S.L. 2010-108 is effective when it becomes law, while the remainder of the act becomes effective February 1, 2011.

Modifies G.S. 114-19.28(c) to clarify that criminal record check information obtained for firearms rights restoration petitions shall be kept confidential in the court file, rather than in a separate confidential file.

Provides that prosecutions for offenses committed before the effective date are not affected by the act and remain subject to previously applicable statutes.
