Allows elected officials and appointees to filled vacancies in North Carolina public offices who hold valid concealed handgun permits to carry handguns openly or concealed anywhere in the state, notwithstanding other state and local restrictions.

Permits elected officials with valid concealed handgun permits to carry ordinary pocket knives anywhere in the state while holding office.

Creates exceptions to existing weapons prohibitions in state buildings, courthouses, public events venues, and state legislative buildings for permit holders with expanded scope authority.

Applies only to individuals with concealed handgun permits and does not override federal law restrictions on carrying firearms.

Becomes effective October 1, 2011.
