Amends the Charter of the City of Greensboro to change how past-due utility charges for rental properties are collected when tenants are individually liable for the charges.

Requires the city to collect past-due utility charges from tenants using general law procedures under G.S. 160A-314 instead of placing a lien on the rental property.

Applies only to charges that become past-due after July 1, 2010, and only when tenants are individually liable for utility services.

Retains the city's authority to place liens on properties and foreclose through property sale for utility charges under other circumstances not involving individually liable tenants.

Effective retroactively from July 1, 2010.
