Amends the Charter of the Town of Topsail Beach to allow recall of the Mayor and Board of Commissioners members through a petition and election process.

Requires a recall petition to be signed by at least 30% of registered voters in Topsail Beach and filed with the Town Clerk, who forwards it to the board of elections for signature verification.

Upon certification of a sufficient petition, the governing body must call a recall election to be held more than 60 days later at the same time as the next scheduled primary, general, or special election.

A recalled officer is removed if a majority of votes cast are in favor of recall and cannot be appointed to any elective town office for the remainder of the unexpired term.

Prohibits recall petitions from being filed during the first six months or final six months of an officer's term, and limits one recall election per officer per term.
