Clarifies that the mayor and board of commissioners' terms begin at noon on the next business day following certification of election results by the Pender County Board of Elections, rather than the day after election.

Requires newly elected officials to take the oath of office before assuming duties, with the oath administered by a person authorized by state law.

Restricts the mayor's voting rights to tie-breaking situations only, preventing the mayor from voting on regular matters before the board of commissioners.

Removes language permitting votes on adjournment or member attendance to be decided by a simple majority of members present, establishing clearer voting procedures.

Effective upon passage on May 16, 2011.
