Allows local school boards to meet instructional requirements by completing either 180 days or 1,000 hours of instruction (whichever they choose) instead of requiring both.

Permits early school closures due to inclement weather to count toward instructional hour requirements if allowed by State Board policy.

Applies to specific school districts in 2010-2011 that missed more than 20 instructional days due to inclement weather or those in presidential disaster areas affected by April 16, 2011 storms and tornadoes.

Ensures that 10-month teachers and other employees receive full compensation for 180 instructional days even if schools meet the requirement in fewer days through the 1,000-hour option.

Extends the same 180-day-or-1,000-hour flexibility to charter schools that missed more than 20 instructional days due to inclement weather in 2010-2011.
