Authorizes the Edgecombe County Board of Commissioners to establish the Edgecombe County Tourism Development Authority as a public authority under the Local Government Budget and Fiscal Control Act.

Establishes a nine-member board composition including one county commissioner, one Tarboro Town Council member, three hotel/motel owners, two tourism business professionals, and two additional tourism-interested individuals appointed by county and town officials.

Requires at least one-third of members to be affiliated with county businesses and at least one-half to be actively involved in travel and tourism promotion.

Tasks the Authority with promoting travel and tourism in the county, sponsoring tourism-related events and activities, and financing tourism-related capital projects.

Requires quarterly and annual financial reporting to the Board of County Commissioners on receipts and expenditures.
