H21 - County Administration of Municipal Elections

• Repeals statutes allowing municipalities to conduct their own partisan elections and special district elections, requiring all municipal and special district elections to be administered by county boards of elections.

• Eliminates provisions for municipal boards of elections, removing references to "municipal board of elections" throughout election law and consolidating all election administration authority with county boards.

• Requires county boards of elections to conduct voter registration and all elections for municipalities and special districts, with municipalities and special districts reimbursing the county for actual costs of administration.

• Transfers responsibility for publishing legal notices, canvassing election results, issuing certificates of election, and handling disputed municipal elections from municipal boards to county boards of elections.

• Effective upon passage of the act on April 7, 2011.
