Authorizes the City of Winston-Salem and Village of Clemmons to enter into a contract for the Winston-Salem Police Department to provide police protection within Clemmons' corporate limits and extraterritorial jurisdiction.

Extends Winston-Salem Police Department's jurisdiction to include all territory within Clemmons' corporate limits upon execution and recording of the contract in both municipalities' records.

Grants Winston-Salem police officers full enforcement powers within Clemmons, including authority to enforce both Winston-Salem ordinances and Village of Clemmons ordinances.

Applies only to the City of Winston-Salem and Village of Clemmons in Forsyth County.

Becomes effective upon enactment.
