Adds the Town of Cramerton to the list of municipalities authorized to regulate utility vehicles on public streets and roads within town limits.

Grants Cramerton authority to require utility vehicle registration by ordinance.

Permits Cramerton to specify authorized operators, required equipment, load limits, and hours and methods of operation for utility vehicles.

Amends Section 1 of S.L. 2003-124, extending regulations previously available to Beech Mountain, North Topsail Beach, Seven Devils, and City of Conover.

Effective upon enactment (ratified June 17, 2011).
