Authorizes Alamance County and Orange County boards of commissioners to determine the location of the remaining 9% of their shared county boundary line by October 31, 2011, following a 1849 survey that had become uncertain over 160 years.

Requires the counties to conduct surveys of properties within the 9% boundary area by January 31, 2012, with property owners responsible for survey costs if they request their property be located in a specific county; counties may place tax liens to recover survey costs they advance.

Mandates the county boards submit a recommendation for the final boundary line location to the General Assembly before the 2012 regular session reconvenes, with property owners to be notified 30 days before any public hearing and allowed to address the boards at regularly scheduled meetings.

Provides liability protection for Alamance County and Orange County, their officials, employees, and agents against any claims or court actions related to boundary line recommendations and actions under this act and previous legislation (S.L. 2010-61).

Maintains the currently recognized boundary line in the 9% area for all governmental purposes including taxation, elections, emergency services, zoning, and education until a final boundary line is established.
