Allows the towns of Garner, Knightdale, Morrisville, Wendell, and Zebulon to collect delinquent stormwater utility fees using the same methods available for collecting delinquent personal and real property taxes.

Amends Section 4 of S.L. 2005-441 to expand the list of municipalities that may collect stormwater fees in this manner, adding Knightdale, Morrisville, Wendell, and Zebulon to the existing authority previously limited to Garner and Kernersville.

Maintains the applicability of the provision to the Village of Clemmons in addition to the named towns.

Becomes effective upon enactment into law.
