Designates the Waccamaw River basin (basin 9-3) as an isolated river basin for purposes of surface water transfer certifications in North Carolina.

Delays the effective date for applying new certification procedures to transfers into isolated river basins from January 1, 2013 to July 1, 2020.

Prior to July 1, 2020, petitions for water transfers into isolated river basins will continue to be reviewed under pre-2007 procedures and standards in G.S. 143-215.22I.

Allows applicants to request exemption from isolated river basin certification rules and instead be subject to standard transfer procedures, regardless of destination basin.

Becomes effective immediately upon enactment.
