Restricts the North Carolina Turnpike Authority's selection of transportation corridors for the Triangle Expressway Southeast Extension to existing protected corridors or corridors south of protected corridors established by the Department of Transportation circa 1995.

Exempts the Interstate 40 East area from the corridor restriction requirement, allowing the Triangle Expressway Southeast Extension to be located north of existing protected corridors in that specific area.

Applies to the Triangle Expressway project, including segments known as N.C. 540, Triangle Parkway, and Western Wake Freeway in Wake and Durham Counties.

Does not modify authorization for the Turnpike Authority to study, plan, develop, design, construct, operate, and maintain the nine authorized Turnpike Projects.

Becomes effective upon enactment.
