Increases the speed threshold for Safe Driver Incentive Plan (SDIP) exemptions from 10 miles per hour to 15 miles per hour over the speed limit.

Eliminates premium surcharges and point assessments for speeding 15 miles per hour or less over the speed limit, unless the driver has prior moving traffic violations within the preceding three years.

Clarifies that the exemption does not apply to speeding violations in school zones that exceed the posted school zone speed limit.

Becomes effective January 1, 2012.
