Renames the Joint Legislative Economic Development Oversight Committee to the Joint Legislative Economic Development and Global Engagement Oversight Committee.

Expands the Committee's mandate to include analysis of North Carolina's international business activities, foreign direct investment opportunities, and barriers to international trade.

Adds new duties including studying foreign representation opportunities for North Carolina, positioning the state as a portal for North American trade, and analyzing incentives for small business exports.

Maintains the Committee's composition of 12 members (6 from Senate, 6 from House) with two-year terms and existing operational procedures including quorum and voting requirements.

Effective upon becoming law (ratified June 16, 2011).
