Exempts firearms, firearm accessories, and ammunition manufactured and retained entirely within North Carolina from federal regulation under the Commerce Clause of the U.S. Constitution.

Requires items manufactured under this act to be clearly marked "Made in North Carolina" on a central metallic part (firearms) or packaging (ammunition).

Prohibits federal, state, and local law enforcement from enforcing federal firearms statutes on intrastate-manufactured firearms within North Carolina; violation is a Class 1A misdemeanor.

Excludes from the exemption: non-portable firearms, firearms with bore diameter exceeding 1.5 inches using smokeless powder, exploding ammunition, and firearms discharging multiple projectiles with single trigger activation.

Allows the Governor and Attorney General to seek injunctive relief to enforce the act's provisions; effectiveness is conditional on amendment to Article I, Section 5 of the North Carolina Constitution.
