Waives fees charged by the clerk of superior court for certificates under seal requested by attorneys appointed by or under contract with the Office of Indigent Defense Services to represent indigent persons at state expense.

Applies only when the request is made in connection with the appointed case or contract and during the duration of the appointment or contract.

Clarifies that subdivision (9) of subsection (a) of G.S. 7A-308 also qualifies for fee waiver, in addition to the existing subdivision (12).

Effective July 1, 2011, and applies to all fees assessed or collected on or after that date.
