Replaces outdated terminology referring to persons with disabilities throughout North Carolina General Statutes, including "lunatic" with "incompetent person," "infant" with "minor," and "crippled" with "disabled."

Amends G.S. 1-255 to use modern language in provisions regarding declaratory judgments for estates and trusts involving minors and incompetent persons.

Updates Rule 601 of the North Carolina Rules of Evidence to replace gendered pronouns with gender-neutral language and replace "committee of a lunatic" with "guardian of an incompetent person."

Revises G.S. 14-113 to replace "blind, deaf, dumb, or crippled" with "blind, deaf, mute, or otherwise physically disabled" in the statute prohibiting false representation of physical disabilities for financial gain.

Directs the State Banking Commission to remove the word "lunatics" from the definition of "fiduciary" in 04 NCAC 03D .0301 at the next opportunity to amend that rule.
