Adds definitions of "devisee" and "devise" to G.S. 12-3 (Rules for Construction of Statutes) with "devisee" meaning one who receives a testamentary disposition and "devise" meaning either a testamentary disposition of property (as a noun) or to dispose of property by will (as a verb).

Replaces outdated terminology throughout the General Statutes by substituting "devisee" for "legatee," "devise" for "legacy/bequest/bequeath," and making related grammatical adjustments in estate administration, probate, and property transfer provisions.

Authorizes the Revisor of Statutes to make consistent terminology substitutions across the General Statutes, including deleting redundant terms where both old and new terms appear in the same list.

Makes approximately 130 technical amendments to align statutory language with consistent estate law terminology, affecting provisions related to wills, trusts, guardianships, nonprofits, government agencies, and property acquisition.

Takes effect upon becoming law.
